A bilingual portal for the secretariat of the Bintan and Karimun Free Trade Zone Council. It introduces the zone to investors, lists the council's eight core services, and connects visitors to the three zone authorities.
Context
The Dewan Kawasan (Area Council) for the Bintan and Karimun free trade and free port zones was formed under Presidential Decrees No. 19 and 20 of 2013 to guide, supervise, and coordinate the zone's development. Its secretariat, based in Tanjungpinang, supports that work. The zone covers Bintan, Karimun, and Tanjung Pinang, near the Malacca Strait shipping lanes and close to Singapore and Malaysia. The council works with three zone authorities: BP Bintan, BP Tanjung Pinang, and BP Karimun.
The challenge
Potential investors arrive with practical questions: which sectors fit the zone, what the council actually does, and which authority to contact. A government site that leads with structure and regulation makes those answers hard to find. The portal had to read as an invitation to invest while still carrying the institutional facts an official site needs, in both Indonesian and English.
- Sectors as the first answer for investors
- Eight services in plain language
- Direct links to three zone authorities
- English version for foreign investors

Approach
How it came together.
- 01
Led with investment before organisation
The headline, Gerbang Investasi Kawasan Strategis, frames the council as an entry point for business. A cluster of circular photos (a container ship, the coast, an industrial area, a regional leader in Malay dress) sets the place before any text about structure.
- 02
Answered which sectors before who we are
The Sektor Unggulan section covers maritime and logistics, industry and fabrication, tourism, and hospitality, each tied to specific locations in the zone. The organisation profile and its legal basis come after.
- 03
Turned the legal mandate into five readable goals
The profile section cites the presidential decrees and then lists the council's five goals as numbered points, which keeps the institutional content short.
- 04
Listed eight services in a single grid
Investment information, licensing recommendations, land facilitation, tax and customs coordination, OSS, monitoring, mediation, and promotion each get a one-line description. Investors see the full scope of support in one view.
- 05
Linked out to the three zone authorities
A collaboration section gives BP Bintan, BP Tanjung Pinang, and BP Karimun their own cards with a visit button, so investors know where to go next for each area.
- 06
Added an ID/EN switch, gallery, and articles
Flag toggles for Indonesian and English sit in the header on desktop and mobile. A photo gallery and an Artikel menu give the secretariat room to publish its activities and updates.
